Detroit: Become Human Public Enemy Walkthrough – Chapter 23: Public Enemy.  Connor and Hank investigate the Stratford Tower to find out more about how the deviant group infiltrated the building and clues leading to their whereabouts.

Many of the clues in the corridor are dependent on what happened during Chapter 22: The Stratford Tower.  If Connor hangs around in front of the kitchen entrance, the cop that he saved in Chapter 1: The Hostage will notice him and thank him.  If Connor has not died at any time from that rescue, he will remember that cop.

Walkthrough [A] has Connor interrogating the android operators in the kitchen.  Walkthrough [B] has Connor investigating the rooftop for Simon.

Chapter 23: Public Enemy Flowchart is 100% complete.  This is a long, branching chapter that will take many playthroughs to fully complete, and even replaying the previous chapter.

Detroit: Become Human Public Enemy Endings

If Simon was left behind or destroyed in Chapter 22: The Stratford Tower, it may be worthwhile to explore the endings that occur on the rooftop.  Otherwise, the endings in this chapter will conclude from the kitchen, where you interrogate the operator androids to find the deviant.  Connor can die in this chapter from either the rooftop or the corridor, which is necessary for the I’ll Be Back trophy.

If Connor reaches Simon on the rooftop, he’ll get a clue about Jericho and a flash from his memory as Simon self-destructs.  Connor will be traumatized and this will lead to a huge increase in software instability.  Simon’s body will go into police evidence for later, when Connor needs to discover the location of the Jericho.

As for the endings related to interrogating the androids, if you choose to rush the deviant, Connor will gain a big boost to software instability.  If Connor pulls the gun and shoots the deviant, it will save all bystanders including Hank.  This act contributes a big boost to their relationship.
